Thailand has relatively low corporate and individual marginal tax rates and ranks well above similarly-sized countries in the ease of starting a business. Also, the nation boasts access to improved drinking water sources for the vast majority of its population.

What can Thailand do better?

Thailand could lay legal groundwork and support self-driving vehicle development, an area where the country currently lags behind almost every other nation on the Scorecard. The country can increase its proportion of highly-skilled workers and dramatically increase its R&D spending, which is currently just 0.60 percent of its GDP.

What Is Disruptive Innovation?

Executive Summary

For the past 20 years, the theory of disruptive innovation has been enormously influential in business circles and a powerful tool for predicting which industry entrants will succeed. Unfortunately, the theory has also been widely misunderstood, and the “disruptive” label has been applied too carelessly anytime a market newcomer shakes up well-established incumbents.

In this article, the architect of disruption theory, Clayton M. Christensen, and his coauthors correct some of the misinformation, describe how the thinking on the subject has evolved, and discuss the utility of the theory.

They start by clarifying what classic disruption entails—a small enterprise targeting overlooked customers with a novel but modest offering and gradually moving upmarket to challenge the industry leaders. They point out that Uber, commonly hailed as a disrupter, doesn’t actually fit the mold, and they explain that if managers don’t understand the nuances of disruption theory or apply its tenets correctly, they may not make the right strategic choices. Common mistakes, the authors say, include failing to view disruption as a gradual process (which may lead incumbents to ignore significant threats) and blindly accepting the “Disrupt or be disrupted” mantra (which may lead incumbents to jeopardize their core business as they try to defend against disruptive competitors).

The authors acknowledge that disruption theory has certain limitations. But they are confident that as research continues, the theory’s explanatory and predictive powers will only improve.

วิทยาศาสตร์และเทคโนโลยี : พื้นฐานการขับเคลื่อนเศรษฐกิจ
ปัจจุบันทุกภาคส่วนให้ความสำคัญกับการวิจัยและพัฒนา ซึ่งเห็นได้จากการกำหนดนโยบายและยุทธศาสตร์การวิจัยของชาติ ฉบับที่ 8 (พ.ศ. 2555-2559) ประกอบด้วย 5 ยุทธศาสตร์การวิจัยหลัก ซึ่ง 1 ใน 5 เป็นการให้ความสำคัญในการสร้างศักยภาพและความสามารถเพื่อการพัฒนานวัตกรรมและบุคลากรทางการวิจัย โดยมีเป้าประสงค์เพื่อพัฒนาขีดความสามารถในการแข่งขันและการพึ่งพาตนเอง บนพื้นฐานความรู้ด้านวิทยาศาสตร์และเทคโนโลยี และวิทยาการต่างๆ อย่างสมดุลและเหมาะสม จากข้อมูลจำนวนบุคลากรด้านการวิจัยและพัฒนา ของสำนักงานคณะกรรมการวิจัยแห่งชาติ (วช.) พบว่า ในปีงบประมาณ พ.ศ. 2552 ประเทศไทยมีสัดส่วนบุคลากรด้านการวิจัยและพัฒนาที่ทำวิจัยเทียบเท่าเต็มเวลา (Full-time equivalent : FTE) 9.01 คนต่อจำนวนประชากร 10,000 คน มีค่าใช้จ่ายเกี่ยวกับการวิจัยและพัฒนาประมาณ 21,494 ล้านบาท คิดเป็นสัดส่วนการใช้จ่ายด้านการวิจัยต่อผลิตภัณฑ์มวลรวมภายในประเทศ (GDP) ค่อนข้างน้อยเพียงร้อยละ 0.24 เท่านั้น

เมื่อเปรียบเทียบสัดส่วนบุคลากรด้านวิจัยของไทยกับประเทศต่างๆ จะเห็นได้ว่าประเทศไทยมีสัดส่วนบุคลากรด้านการวิจัยสูงกว่าประเทศเพื่อนบ้าน (มาเลเชีย ฟิลิปปินส์) แต่หากเทียบกับประเทศที่พัฒนาแล้วอย่างประเทศญี่ปุ่น สิงคโปร์ ออสเตรเลีย นิวซีแลนด์ และเกาหลี ประเทศไทยถือว่ามีสัดส่วนบุคคลากรด้านการวิจัยต่ำกว่าประเทศดังกล่าวมาก เมื่อพิจารณาถึงความสามารถในการชำระหนี้ โดยพิจารณาจากสัดส่วนของหนี้สินต่อรายได้ พบว่า ครัวเรือนมีแนวโน้มว่าสามารถชำระหนี้ได้ไม่แตกต่างกันมากนักใน แต่ละปี ในขณะที่หนี้สินเฉลี่ยมีแนวโน้มเพิ่มขึ้นเรื่อยๆ

อย่างไรก็ตามการพัฒนาประเทศให้มีศักยภาพในการแข่งขัน พื้นฐานความรู้ด้านวิทยาศาสตร์และเทคโนโลยี (Science and Technology : S&T) ถือเป็นสิ่งสำคัญ และจะขาดเสียไม่ได้ หากพิจารณาบุคลากรที่มีองค์ความรู้ด้าน S&T ซึ่งประกอบด้วย 2 ส่วนหลัก คือ มีการศึกษาด้าน S&T และทำงานด้าน S&T จากข้อมูลการสำรวจภาวะการทำงานของประชากรในปี 2555 พบว่า จำนวนแรงงานด้าน S&T มีเพียง 3.52 ล้านคน คิดเป็นร้อยละ 8.9 ของกำลังแรงงานทั้งสิ้น (39.41 ล้านคน) ในจำนวนนี้สามารถแบ่งออกได้เป็น 4 กลุ่ม คือ 1) ผู้จบการศึกษาและทำงานด้าน S&T 1.56 ล้านคน 2) ผู้จบการศึกษาด้าน S&T แต่ไม่ได้ทำงาน S&T 1.34 ล้านคน 3) ผู้ที่ไม่จบการศึกษาด้าน S&T แต่ทำงานด้าน S&T 5.8 แสนคน และ 4) ผู้จบการศึกษา S&T แต่ว่างงาน 4.5 หมื่นคน ดังนั้นหากประเทศไทยต้องเตรียมความพร้อมเพื่อรองรับการเข้าสู่ประชาคมอาเซียน และเป็นการสร้างรากฐานการพัฒนาที่ยั่งยืน โดยคำนึงถึงความสมดุลระหว่างการขยายตัวทางเศรษฐกิจ สังคมอยู่เย็นเป็นสุข และสร้างความเป็นมิตรกับสิ่งแวดล้อม ทุกภาคส่วนต้องช่วยกันผลักดันการวิจัยและพัฒนาเทคโนโลยี และมุ่งเน้นการประยุกต์ผลจากการวิจัยไปใช้ในการพัฒนาประเทศให้ครอบคลุมทุกมิติ โดยสนับสนุนให้มีการพัฒนาบุคลากรด้านวิทยาศาสตร์และเทคโนโลยี รวมทั้งบุคลากรทางด้านการวิจัยและพัฒนาให้เพียงพอทั้งในด้านปริมาณและคุณภาพ เช่น ส่งเสริมการผลิตบัณฑิตสาขาวิทยาศาสตร์เทคโนโลยี และสาขาวิจัยในแขนงวิชาต่างๆ จัดหลักสูตรให้เนื้อหาเชื่อมโยงกับวิชาการทั้งด้านเศรษฐกิจ สังคม และสิ่งแวดล้อมให้สอดรับกับความต้องการของตลาดแรงงาน
